State public-project labor has its own requirements

Colorado CDLE's INFO #13 explains prevailing-wage and apprenticeship requirements for public projects, including state-project provisions.

Send the agency's coverage instructions, wage determination and apprenticeship requirements with the anticipated work calendar. Have the contractor supply crew composition and production assumptions. Separate wage/fringe inputs from hours and scheduling allowances so changing the labor basis does not also conceal a quantity change. Coverage and apprentice eligibility are agency or adviser questions.

Can a Colorado estimate choose the cheapest compliant energy system?

It can compare designer-provided alternates with stated quantities and quoted products. It does not design systems or certify compliance. Missing readiness or envelope requirements need confirmation before an alternate is priced as a complete replacement.

Does state-project labor guidance set my private-job crew rate?

No. Supply your private-job wage, burden and productivity basis. Public-project documents are relevant when the agency identifies applicable requirements; the estimate should name that basis rather than treating it as a universal Colorado wage.
