Construction Estimating Services in Idaho
Idaho contractors can send residential or commercial plans for remote estimates, including site work around a factory-built package. State-agency fit-outs should identify the tenant and review basis even when the building is leased. Clear factory, site and owner responsibilities are more useful to a bid than a generic Boise-area cost assumption.
Send plans, specifications, addenda, trade scope and your deadline. Agree Excel quantities, priced trade breakdowns, color-coded PDF markups and assumptions/exclusions in the proposal. Document completeness, trade count and revisions affect fee and delivery; rush capacity requires confirmation. Estimating excludes design, approvals and legal or tax advice.
Request an estimate quoteA modular-building quote should draw an explicit line between factory construction, foundations, placement and utility connections. Quantities on either side need different drawings and purchase inclusions.
Factory and placement-site jurisdiction are different
Idaho DOPL's FAQ assigns modular construction at the manufacturing location to DOPL and placement-site work to the city or county. It also calls for DOPL/Fire Marshal review of buildings occupied by state agencies, including leased buildings.
Send the factory drawings and scope, foundation/site set and state-tenant review comments where applicable. Request separate quantities for delivered modules, site foundations and connections. Do not count a factory-included panel or finish again in the site package. The project team confirms jurisdiction and design responsibilities.

Owner-provided site material still needs a pricing basis
Idaho Tax Commission contractor guidance discusses real-property improvements and materials supplied by owners or government agencies, including rock and related real-property material where tax has not been paid.
Provide the supplied-material register, values and contractor/adviser-approved tax assumptions. Keep purchased material, owner-supplied material and installation costs distinguishable. A zero purchase cost in the contractor workbook should not erase handling, placement or a client-confirmed tax allowance. We do not determine tax liability.
Prepare the Idaho estimate package
- Factory scope and exclusions
- Identify assemblies already included in the module price.
- Foundation and utility connection set
- Measure placement-site work from its own drawings.
- State-tenant review comments
- Include the confirmed review basis for owned or leased agency space.
- Owner-supplied material values
- Keep tax, placement and purchase assumptions visible.
- Transport/placement quotes and addenda
- Record handling inclusions and the latest interface revisions.
Specify the returned breakdown
Agree a factory/site/owner responsibility workbook with separate site quantities and supplier inclusions. Request a connection-interface list, material ownership column and explicit placement allowances. Priced totals should identify tax inputs approved by the contractor; an omitted factory detail becomes a clarification rather than an invented site assembly.
Can you take off the entire Idaho modular package?
Yes, if the factory and site sets are supplied and the proposal covers both. The output should separate them and mark factory-included items, preventing foundation, finish or utility work from being counted twice.
Does a leased Idaho agency building need to be identified?
Yes. DOPL's FAQ includes state-agency occupied buildings even when leased. Supply the tenant and review documents; the estimate itself does not submit plans or establish permit approval.
Confirm scope and next steps
We quantify supplied designs and documented assumptions. Engineering, architectural/MEP design, stamping, inspections, permit approval, code certification, AHJ representation and legal or tax advice are excluded. Missing details become questions or agreed allowances.
Review deliverable requirements (public client samples remain pending permission).
