Design-release status and quantity scope are different
Indiana DHS publishes building-plan review and Construction Design Release procedures for applicable projects. It also publishes adopted and amended rules through the Fire Prevention and Building Safety Commission.
Send the designer’s code summary, current drawing register and any release conditions or revised sheets that affect measurable scope. Identify whether the documents are preliminary, bid-issued or revised after review. Do not treat a release number as a substitute for the complete design set. The estimator can identify a missing detail or quantity change, but cannot issue a design release, certify a Class 1 review or represent the authority.

Time-and-material contracts can change material-tax treatment
Indiana DOR’s contractor guidance distinguishes time-and-material contracts from contracts that do not meet that definition when explaining construction-material tax collection and remittance.
Provide the actual purchasing/contract arrangement and the tax basis confirmed by the contractor or adviser. Request separate net material costs, supplier tax inclusions and owner-furnished items. Avoid applying a retail resale assumption merely because the estimate has separate labor and material columns: workbook formatting does not establish the legal contract type. Tax liability, exemption eligibility and filing remain outside the estimating proposal.

Do not assume the repealed common-construction-wage system applies
Indiana DOL documents repeal of the Common Construction Wage Act effective July 1, 2015. That history does not determine whether a particular current project has federal or other contract labor requirements.
Send the project’s funding/contract information and any included wage determination. Federal Davis-Bacon requirements can apply to covered federally funded or assisted construction; confirm that basis from the contract rather than importing an obsolete Indiana schedule. For other work, provide crew rates and productivity assumptions. Request the estimate to identify the supplied labor basis; it does not decide coverage or certify payroll compliance.
