Request the engineer's applicable clause list and any accepted project waiver, then compare quotations using that basis. Keep material categories and vendor documentation references beside each priced item. Do not treat one iron/steel letter as proof for every manufactured product or construction material. A documented substitution can change unit cost and supporting work; flag an undocumented quotation before it becomes the bid basis.

Keep separate schedules and addenda visible in cost support

NDDEQ's SRF bid-document checklist requests bid tabulation with the engineer's estimate, proposals for each schedule, addendum acknowledgments and a revised budget sheet.

Send the issued schedules and complete addendum set, not just the overall engineer's total. Map trenching, bedding, surface restoration and equipment quantities to their specified pay items. Identify scope shared between schedules so mobilization or restoration is not duplicated. An estimator's bid workbook remains distinct from the engineer's official estimate and program review; addenda should show which schedule and supplier basis changed.
