Ohio Revised Code Chapter 4115 describes public-authority notification of prevailing-wage changes and adjustments by affected contractors and subcontractors.
Send the project determination, notices already issued and expected work period. Ask the contractor to approve the treatment of changes during construction. Record the schedule issue and any allowance separately from base quantities and production assumptions. The estimator does not determine public-improvement coverage or enforce employee pay.
The schedule includes classifications and workforce ratios
Ohio Administrative Code Chapter 4101:9-4 defines a prevailing-wage schedule to include applicable occupations and ratios of helpers, apprentices and related categories, including later modifications.
Provide the contractor-confirmed classification and eligible crew composition. Avoid pricing every trade with an assumed apprentice discount. Keep regular/overtime hours, wage and fringe inputs visible; registrations, ratio eligibility and payroll compliance remain contractor or agency responsibilities.

Will the Ohio estimate lock wages for the entire project?

Can an Ohio apprentice rate be assumed for every crew?
No. Supply confirmed classifications, registrations and allowable crew composition. The estimate uses those inputs without deciding eligibility or inventing a lower blended rate.
