Send the completed project matrix and envelope details, not only the blank standard. Reconcile below-grade waterproofing, wall/roof transitions, window perimeter seals and specified mockups or test support. State which contractor supplies access, samples, repair after testing and reinstatement. Owner-retained commissioning services and contractor field participation should not be merged into a duplicate allowance.

Separate installed systems from performance and metering inputs
DFCM's published Design Requirements distinguish enclosure commissioning, building-system commissioning and utility metering. The metering provisions also address renovation applicability and system changes.
Request the designer's applicable metering schedule, system diagram and renovation-boundary decision. Measure specified meters, sensors, controls wiring, connections and supporting power separately from the primary equipment. Keep retained devices visible so they are not purchased twice. A changed boiler or panel quote does not by itself decide the metering extent; design professionals confirm that basis and the issued details before final quantities are priced.

Allocate inspection/testing support without offering inspections
DFCM separately publishes materials-testing/special-inspection standards, inspection policies and approved/prequalified inspection-firm resources.
Send the project's testing schedule and responsibility matrix with concrete, steel and envelope specifications. Identify only the contractor-assigned sample preparation, access, attendance, retest or patching allowances actually requested. Keep third-party professional fees separate from measured construction and obtain current quotes from the responsible provider. This estimate neither performs special inspections nor establishes any firm's DFCM approval.

A priced version uses supplier inclusions and approved crew-hour/rate assumptions; owner-retained fees remain distinct. Markups trace drawing changes and retained devices. Incomplete commissioning assignments, complex controls and revisions affect quote scope, fee and turnaround; design, energy modeling and performance certification are excluded.
Is Utah DFCM commissioning a service included in your estimate fee?
